Question transferring license (teenager) from TX to NC

I'm wondering if any transplants have encountered this problem as well. My daughter is 16, and has her provisional (as is customary after your permit) license since May of this year. We went to DMV and knew she would have to take another written and road test, which was fine. However, as the officer was inputing the info, because she has a restricted license, she had to go back to a Limited Learner's permit! NC requires teenagers between 15-18 to hold the permit for one year. My daughter received "credit" for the time she held her license, so "only" has to keep her permit for 9 months before applying for the Level 2 license. Does that NOT sound right? Even the officers didn't agree. I may sound hypocritical, but I'm not a big fan of younger drivers-at least in TX because within a week of driver's ed (which is NOT free in the school like when I was a kid), they get their permit-hold it for 6 months, then can get the license (no road test, mind you!). BTW, if anyone does come from TX or MI with a provisional license, neither state puts the ISSUE date on the license, so you have to call DPS and they need to fax over the info to DMV. We stood in line for 2 hours before DMV opened and couldn't do anything because of that. However, the officer will give you your ticket and when you explain to the person at the front, they should send you right back-even days later.
