Have you considered a costume shop, or contacting a theater for costume rental, unless you're a good seamstress?

For a female, doing a child or young girl would be easier than an adult, since the adults wore hoops. The girl's poofy skirt could be achieved with a crinoline slip. With a male, depending on class, the worst that you had to deal with was a frock coat.

You do know about the hair oils, don't you? Men used macassar oil or brilliantine (Brill creme is a somewhat solidified version.) Women also oiled their hair.
