I would not waste money on that.

Put yourself in the owner/admin shoes.
What would you do? Turn them off, move them (in front of other person window)?

Of course if someone makes complains instead of asking nice to move into another unit, as soon as one is available...I kind of know what an owner/admin would do...

As far as moving the units, not going to happen. I also have a hard time believing a town planner will cite the complex for a noise ordinance violation. If the units are that loud, the complex might need to do some repairs, but citations just aren't going to happen.
