I live in a townhome in Mecklenburg County and within the past month, myself and a few of the other tenants are experiencing strong egg smells when running our water or even when washing our clothes. I contacted the water company was told to contact my HOA. Called my HOA and was told to contact the water company. If this was an issue with my unit only, I would take the liberty to have a plumber look at the issue. Since this appears to be an issue with mulitple units, who is responsible and what would be my first steps in getting this resolved? Thanks
It's probably Hydrogen Sulfide, which gives off the strong egg smell you mention. Is it running out of both the hot and cold taps? Read this pamphlet (http://www.uldrinkwell.com/drinkwell/rotten_egg_smell.html - broken link) and it may help you determine who is responsible.
The smell could be coming from underground - if using a well - or from sewage. It could be gas. Generally not unsafe, but still an issue that has to be addressed, especially if it's sewage.
Ask the water company why it's the HOA responsibility. It would seem to be the city's problem.

I'm wondering if the water company confused condos with townhomes. Condos have a lot more to share through their condo associations.
