I was a bit surprised when I heard this on the local news today. I would have thought the outer banks or mountain areas would lead the state in tourism. Mecklenburg County had more than 4 billion dollars in tourism spending in 2011. This comes from the State Division of Tourism, Films & Sports Development. Congrats to Meck County!

more info here, along with menu to select individual counties and where they rank

NC Tourism > Research > Economic Impact > TEIM

Excerpt from site:

These county-by-county travel economic impact statistics are prepared annually by the Research Department of the US Travel Association for the N.C. Department of Commerce's Division of Tourism, Film and Sports Development.
In addition to the direct visitor spending estimates for all 100 NC counties, county level employment, payroll and tax revenues as a result of direct visitor spending are included.

Typically, yes. It counts conventions, special events, business travel, and leisure travel (which includes traveling just to see family and friends). With this in mind it makes sense.
