I've seen this a lot since moving here. At least in downtown, plenty of businesses will have their hours posted online or on the door and they'll close early or open during off hours.

I understand that business may be slow but from my experience managing retail, a business should always be open during posted hours.

A buddy would put a sign saying "Back in 15 minutes" on his door when he left. The first time I saw it I said we would be gone longer than that, and he laughed. He told me that since no one knows when he left, they won't know when he'll return. He thought it was funny. I thought it was a bad idea.

Businesses change their hours without updating their websites. But they should be open in the middle of the day if those hours are normally included.

That's the thing, I usually visit around 11 AM- 2PM for most places. I have a client who always complains about how his business is struggling so much he cant even afford forks. I won't go into too much detail but it's located on Tryon and all of the businesses next to it get huge amounts of customers. Yesterday I was going to stop by there to eat lunch and he was closed! At lunch time on a Thursday!

It's no wonder.
