Hi, I'm in the Charlotte area. I have a 92 Honda Civic hatch swap with no air conditioning and the horn does not work, there is no power steering wheel. The issue I think would probably be the horn itself. Everything else is in good condition. Will it pass? I do not want to call in just yet.
Yeah you are right. I think it could be a burnt out fuse. It's not highly cost to get it fixed anyway so I should be fine unless it's a wire damaged coming from somewhere.. that I might need a mechanic. Does anybody know how much it would cost to get that repair? Oh man! I just bought insurance policy on Thursday and was ready to get my tag only to find out I need to get my car inspected first. Geez.
I think you can buy a cheap horn at Walmart or somewhere, with simply a button to activate the horn. You can mount the button under the dash where it can be reached by the driver and it will pass. Check with the inspection station to be sure, but I've had cars pass with a button instead of the center steering wheel horn before without issue.
In fact, the horn on your car probably works and the steering wheel connection is probably the culprit. If you can find the horn and run the wires directly to the battery to test it, it should work. If it does, just get some cheap wire and a button or switch and fish the wires through the firewall and into the driver's compartment. Connect the button or switch and mount it.

I find it surprising that you could tell an inspector to push a horn button on the dash rather than press the original horn button/area on the steering wheel. Could you tell him to squeezed the bulb?

Only Clarabell and Harpo get away with the old squeeze bulb horn.
My speed meter does not work either. Will that pass too? I don't see it list as one of the requirement.
