Your problem is very most likely a toilet. That's the easiest part of a system to fail and cheapest to fix. As others said, check the meter with all water off. Take a picture with your phone then check again when you are home at the end of the day. We had one leaky toilet and the bill more than tripled. Easy fix.

Another thing that can really raise your water bill is a faulty valve on the top of the hot water heater. It'll make a sound just like a running toilet. Fixing the valve is pretty inexpensive but its only a temporary fix. Its usually a precursor to the hot water tank needing to be replaced.
