I loathe big government but in this case it seems we are looking at the differences between States, and I am all about State's Rights (what the War of Northern Aggression was really fought over).
It all comes down to tax revenue . . . we had the same thing happen regularly in KS. We lived on the border of KS and MO and taxes were lower on alcohol in MO . . . but everyone was very careful about crossing over the line, loading up the wine bottles and crossing immediately back into KS, b/c cops regularly watched the one big discount distributor located right over the line, LOL.
BARKING: the only still I would be interested in these days would be one that could distill kudzu to make into ethanol, LOL!!!

LOL! Yep, you are so right . . . the ABC system was set up to make sure the state got its share of taxes . . . and so many of the existing regs (such as transporting liquor across state lines) have solely to do with taxation.
Bootlegging was a big deal in this region - kept money on the table for many families during prohibition and the Depression. My great uncles were in law enforcement in Iredell County and the stories they used to tell . . . straight out of a novel, you would think. People got shot and killed over bootlegging.

You'd also be surprised how many of the ABC store cashiers don't know this law. I've carted out a few dozen bottles in the past and had one ask if I needed boxes. My family has a Christmas Eve party every year and I've been the one doing the purchasing for a few years now.
I do feel like a bit of a drunk having enough alcohol in the car that the rear end rides lower. Kinda funny. lol

LOL! I usually have friends who chip in and bring kegs . . . that helps - a bunch!!!
