Bumping this up since another USPS thread recommended this one. What happened was that the route information book was not updated to add the new construction and the computer doing the actual forwarding of mail defaulted to what it knew as an actual address.
As soon as the route book is updated it is just a matter of time before commercial mailers buy the current information and current residents mail will come. Mail with your name comes from permanent changes of address with the postal service . Some catalogs cost more and in return the postal service sells your new address back to the mailers. Most others come from your local county's real estate records that interested parties regularly search
