Its a little closer to town than you're probably looking for, but you could consider Olde Providence South. Its an older but well kept neighborhood in South Charlotte with no HOA. On .4 acres, I have a 250 sq. ft. vegetable garden, about 10 fruit trees, and 10 berry bushes. Never had anyone complain. I see lots of other small gardens every summer.
On some of the lots that back up McAlpine Creek, you could easily have an acre garden in the flood plain and no one would be bothered.
I live in PD and while I have to dig out the guidelines, I don't think I have ever seen anything limiting the size of a garden. We have raised garden beds as well as several large pots around our property. I know there are quite a few avid gardeners here in the development.
As for the bees, I also dont remember seeing them specifically mentioned. Things like play sets and basketball courts are what are specifically addressed.
It may come down to whether a neighbor decides to complain and if it could be deemed a nuisance.
I always threaten hubby that I'm going to get chickens! I think that might not fly with the HOA, though!
