Can someone tell me what an average energy bill is for Duke Energy for a single family home? (Charlotte: middle-class, appliances)

My cousin (who lives in SC) received an after Christmas energy bill from Duke for $700.00, is this normal? I thought I paid a lot for electric to Florida Power & Light. I just want to know what I am walking into come the winter time. Since I will be moving to Charlotte in July, I probably will not get a high bill until winter time, whenever that is. Now, I'm nervous.
Also, is this the only energy company in Charlotte?
My bill for a 2000 sq. ft. home is about $100 in winter and $200 in summer. That's with very bad insulation, leaky ducts and 3 people that are home during the day.
When I lived in NY my gas and elec were $675/mo in the winter and $550/mo in the summer for a 2,000 SF house with new windows. Then again, my taxes were $19,000 per year in a middle-class neighborhood. That's why I left.
I just got a bill and it's $62 for a 3/2 house. I have gas heat as well and my gas bill was $55ish. But I don't like it overly warm so my gas bill tend to be lower. In the summer I crank the AC and it averages $120 monthly. Gas bill goes down to about $20 for the dryer and stove.
She might have electric heat, it's way more expensive.
Our EPP monthly is $100 in round numbers for 2200 square feet. That's for AC and heat. Our house has 16-18 inches of insulation in the attic. The siding is overlaid on the original board siding.The new siding has one inch insulation on the back. We keep temp at 66 in winter and 72-73 in summer. Using ceiling fans, which we don't have, would help distribute heated air and cool air. Now, this month's bill will be through the roof with the cold temps, but we still pay the EPP and it balances out at the end of the year. Duke just got a raise, so we'll up our EPP to $110. Insulation is a good investment if you plan to stay in a house for a long period.
1600 leaky sq ft averages $93 a month, with one person who is not afraid to run the AC hard in the summer and always has a TV and computers running. Gas bill is about $40/month.
I have a 2500 sf house and even in the summer the highest it is would be $125.00. We do have duel zone though but still $700 is crazy!
