How about water? I got a statement with my most recent water bill stating the average water bill in Union County for a family of 4 is $43/month.

That reads about right. You might also want to budget garbage collection. Charlotte city limits its free (well you pay a higher property tax etc), but out in Union you will need to pay a 3rd party service to collect your garbage/recycle etc.
