The state is pushing hard for this project as part of a bigger plan to upgrade US 74 as an interstate, from Wilmington to Asheville, and possibly even to the Tennessee line. Charlotte also lacks a direct shot to the coast, which means many freight lines opt to take I-77/26 to Charleston instead, which means taking away money from the NC docking business.
In hindsight, upgrading US 74 to an interstate-grade highway was always on the books, but the state never acted on it until now. This project should have been done decades earlier, especially when there were hardly any businesses along US 74 in Mecklenburg and Union Counties. Instead, this stretch became a "corridor of crap", as McCrory once said.
