How can I start receiving paper circulars, store ads at my new address? Is there a place that I can sign up. Used to receive a lot of junk at my apt address, I am missing it..

you can empty my mailbox of them on Wednesdays lol. Grab those flyers in the messenger box below the mail box too.

If you sign up for those "discount cards" they will register you to that store promos.
I also get this envenlope I dont remember the name of company that provides it but it is filled with various coupons I also get this magazine that is nothing but coupons. I trash em as soon as I empty the mail since I never seem to have right coupon when I go to the store. Pay attention to store entrances some will have them there as well.

Other option is to subscribe to Sunday or Wednesday Newspaper.

Don't worry! They'll catch up with you soon enough! It will start with those coupons welcoming you to the neighborhood...pharmacies, dry cleaners, lawn people, cleaning people, exterminators, etc. and lots and lots of restaurant coupons around the area. That will be followed up by those value-pak envelopes, and then those flyers that you miss will be there soon enough!

Go to Spoofee.com - Best Deals, Freebies and Coupons Everyday! and click on "weekly ads". Save some trees. Usually once you updated your "bonus card" info at the store they will send you ads. The Wednesday newspapers often have them. I get them emailed to me on Wed or I check the stores' web sites.
