I moved to Charlotte last week and am getting things together to get my license, registration, etc. I noticed on the NCDOT website that the driving test is required. Is that correct? I have been a registered driver for many years, and have moved to new states several times, and never had to do the driving test again. It's not a problem, just surprised me.....

No, that's not correct. All it says is:

All new residents of North Carolina who plan to operate a motor vehicle in this state must obtain a driver license within 60 days of establishing a permanent residence. To apply, you must appear in person at one of the state's driver license offices and take the required tests. They must successfully complete the road sign recognition and vision tests to obtain a North Carolina driver license. The written and road tests may be waived if a valid license from another state is surrendered. If the out-of-state license has been expired more than two years, the written and road tests are required.

Step 2, Requirements & Documents
License Expiration

Your license is issued for a period of 5 or 8 years depending on your age.
  • Ages 18 to 65: 8 years
  • Age 66 or older: 5 years
The cost of a license & endorsements is based on the yearly charge.
You will need to bring 4 documents total

To avoid inconveniences, make sure you have all necessary documents before visiting the Driver License Office. Note: The Division may copy the documents presented or hold the documents for a brief period of time to verify their authenticity.
In order to apply for the first time issuance of an NC Driver License or Learner Permit, you will need to gather documents from the following categories:
Proof of Age & Identity
  • You must provide two documents from this category. One of the documents must contain your full name and date of birth. Listed on the menu below are examples of documents you can use, provided they include your full name.
  • Acceptable Documents
Proof of Social Security
  • You will need a Social Security card or proof of Social Security Number by presenting one of the following documents:

  • If you are a U.S. citizen and a first-time customer in North Carolina, you must show proof of your residence address in this state. Documents you can present as proof of residency include:

When applying for your NC Driver License you will be asked about the following:

The final step towards getting your original NC Driver License is passing the driver tests & paying the appropriate fees.

Yes, that is correct. You DO have to take a written test in NC regardless of how many years you have been driving. We moved from NY to NJ to PA to VA and never had to take another test. When we moved to NC, we had to take one.

There is some old information in this thread

The State recently changed requirements for converting out of state drivers licenses to NC licenses. Several people I know have just gone through this with a valid out of state license, no knowledge test or driving test was required. All there is now is a vision test and a simple road sign test. You do need to have proof that you are covered by insurance and multiple forms of IDs.

Here is a copy and paste directly from the DMV site:

Step 1, Apply for a Driver License
All new residents of North Carolina who plan to operate a motor vehicle in this state must obtain a driver license within 60 days of establishing a permanent residence. To apply, you must appear in person at one of the state's driver license offices and take the required tests. They must successfully complete the road sign recognition and vision tests to obtain a North Carolina driver license. What if you have a drivers license but don't have a car or plan to get one? Do you still have to buy insurance? In New York State that was my situation & I never had to show proof of insurance.

You need to provide, the DMV a DL123 form. Which is just liability insurance. Unlike NY we like all our drivers to be insured. Its not much insurance assuming you haven't had any mess up in the last 3 years.
North Carolina is one of lowest auto insurance states.
