Recruiter/State Job Question (Charlotte: find a job, living in, move to)

Hi I am looking to move to Charlotte and am having a very difficult time trying to find a job when my address is still in Massachusetts. I was wondering if anyone might know of a good head hunter/recruiter? I am currently a private investigator with a degree in criminal justice. I see that there are many state jobs but I assume that I would not be able to obtain one without currently living in the state.
