We all knew a lot of the projects were unnecessary and just tacked on to buy votes for the SV reno and bus garage, but there is no need to pretend now that the bond has passed I suppose. The other projects are officially slush funds.

Just when was all this voted on? Can someone direct me to the meeting where the BOE voted to modify the project scopes? I must have missed it. They told the BOCC it was unanimous. Unanimous in closed session?

And Merrell is obsessed with adding some hallway and flex space onto Porter Ridge simply so it has the same design as Marvin and Cuthbertson. In the meantime, half of Parkwood High ought to be raized and Wingate has 20 trailers. I understand lobbying for her district but not at the expense of everyone else. Selfish.

PRMS was capped at 1,400 last redistricting. It's now got over 300 extra seats. It's the "biggest" MS by far.

Parkwood hosed - not fair.

November 20, 2017 BOCC Special Meeting - Union County, NC


Their excuses are laughable. From the get go, the BOE knew the 2015 Enrollment forecast didn't account for all the charters. And they had inaccurate capacities? They have been bellowing about the bad capacities since 2014. So why did they base a bond on them?

I think Cropper was let in on their bond project revision plans just not the CAC and the public. He would not have put Western Union at 58% unless he had been told all the additions weren't going to happen.

Western Union Utilization
Option B Modified Stated - 58% Actual - 73%
Option E Modified Stated - 58% Actual - 73%
Option F Stated - 76% Actual - 95%

Porter Ridge Middle Utilization
Option A Stated - 71% Actual - 88%
Option B Modified Stated - 79% Actual - 99%

Option F Stated - 76% Actual - 95%

Why did Heintel give the CAC bad data? This whole CAC process is such a sham. They don't even need accurate data? I guess not because we all know whatever that committee recommends is going to get tossed aside so the BOE can hand out special favors anyway.

Western Union Elementary
Original Cost - $ 3.9 Million Revised Cost - $ 518K
Original Scope: 8 Classrooms, Cafeteria Expansion, 2 Workrooms
Revised Scope: NO Classrooms, NO Cafeteria Expansion, NO Workrooms---Improve curb appeal by adjusting traffic circulation and adding screening and canopies.

Porter Ridge Middle
Original Cost - $6.3 Million Revised Cost - $2.9 Million
Original Scope: 15 Classrooms, Media Center Expansion, 2 Workrooms
Revised Scope: 3 Classrooms, 2 Resource Rooms, Auxiliary Gym

Monroe High
Original Cost - $3.5 Million Revised Cost - $4.3 Million
