I had seen before that a shed has to be 25 feet from property line before- but I cant seem to find any of the codes that state that (had found that one previously)

I am trying to find out what distance new home construction has to be from existing property lines and cant find that either.

NON HOA neighborhood- in Charlotte city limits
property had original house demo'd - new construction started
existing houses on both sides-

New construction looks like it is less than 10 feet from property lines on both sides- can anyone point me to the codes that govern this?

Depends on the zoning and could also depend on neighborhood covenants and restrictions.

Check with the planning dept. before you do anything.

Call the City Planning Department and ask them what the setback requirement is. It will vary depending on the zoning category. Is your concern is that someone is building too close to the property line? If so, its extremely doubtful they would have obtained a permit if that were the case, much less pass building inspections.
