Because it currently only travels 1.5 miles. Few people would pay $2.20 one way to travel 1.5 miles so they operate as a free Uptown people mover. I'm honestly disappointed they are planning to charge once Phase 2 opens as it will discourage ridership for short hops and get people in their cars (eliminating the point of it). Many cities operate their downtown streetcar free of charge to facilitate consumer spending, tourism, and development. The streetcar isn't for regular commuting, but facilitating an improved quality of life in Center City.

As Charlotte opens up more hotels, the sky is limitless for the city. Can't wait to see what uptown will look like when the Republicans convene for their conference. Hopefully, we can land a 1000 room convention hotel in center city.
