There's not much to tell, but only because the town is one of a few in the area that hasn't gone banana's in adding population.

Why is that? Is the town preventing people from moving there? Or is it that people don’t find it a desirable area?

Unless you plan on never leaving the very small confines of mint Hill, traffic IN Mint Hill is not the real issue. Traffic in and around the Charlotte metro is the real issue.

Would it be the same in matthews, since they are fairly close to one another?

I will say that traffic around the Mint Hill/Matthews area isn't painful outside of rush hour (Rush Hour is painful almost anywhere in the Charlotte area). Independence is always populated on weekends, but isn't usually stop & go.

The town might see growth as a liability, thus it seeks to mitigate it's effects.

This. Close to Mint Hill 74 and 24/27 would be the worst IMO.

Only things I’d note in Mint Hill is there is now a roundabout at the intersection of 51 & Idlewild (actually the border between Mint Hill and Matthews) which might scare some nervous drivers, and sometimes 51 can back up in the morning heading towards Mint Hill partly due to dropoffs at the charter school.
