Crime is not a problem, even in the city. It seems that every year there's a murder that turns out to be some varient of domestic violence. The lake is NW of the city.

Yes, growth is here, but is slow. Most growth is likely to occur to the south & closer to I 85. If you want no growth, I don't know what to say. Maybe you should look at Cape May County in South Jersey.
