For a family with 2 kids (age 4.5 and almost 2)...
looking for a home (price range in the 200's), great neighborhood, very safe, great schools, extreme convenience to stores, shopping, and hospitals...
would I be better off in Union County or Huntersville?

It's a toss up They both have exactly what you are looking for. The only way to really determine this is to visit both areas and see which one personally appeals to YOU.

I concur with what Loves stated. Both areas have loads of homes in your price range and amenities you mention above.

Both areas are nice, however it also depends on where in Union County . Waxhaw is in Union county and you can be a few minutes from ballantyne and plenty of stores and shopping or you can be on the very SE end and be 30 minutes away. You ready need to come and visit. Both areas have plenty to offer, but distances can vary. Call the Charlotte Chamber and get a map of the Charlotte metro area. That would be a big help
