Soon we will be registering and getting our NC licences. Which DMV WD you suggest near the Cornelius area. I hear they are all take forever, but which has the less stress, wait, etc.
Save yourself the stress and call and make an appointment. If you don't want to do that go to the Huntersville DMV and you can do everything (license plates too) all at once. Be sure to get there before it opens to make sure you are one of the first in line.

I don't know. You'll have to look up the hours on the DMV website.

Remember they charge you a one time fee, if you're transferring from out of State to NC. I think it was 300 per car(?)

More specifically, NC charges a one time 3% Highway Use Tax (in lieu of sales tax) whenever a vehicle is titled. When transferring a title to NC from another state, that HUT is capped at $250. NC also charges property taxes on vehicles, which is paid annually when obtaining and subsequently renewing one's registration (license plate).
You'll pay highway use tax, title fee, and plate fee. For the highway use tax, you'll pay 3% of the car's value as assessed by the state, up to a maximum of $250 per car since you are new to the state. You'll then have a $52 title fee and $36 plate fee. I'd plan on ~$338 per car and assume you hit the max on the highway use tax of $250.

Renewal:
Now after your first year, when you go to renew your car, you will pay $30 for a safety and emissions inspection (no emissions needed on the RAV4 until it is 3 years old) that you get done within 90 days of your renewal date. You will then pay the $36 plate renewal fee and PROPERTY TAX after you pass inspection. The property tax rate varies by county, the type of car, the car age, etc... Your 2017 RAV4 will have significantly higher property tax than the older Sebring. You can use this tool to estimate your property tax: https://edmv.ncdot.gov/TaxEstimator
