We may need to relocate so my husband can have a more stable job. We live here in OH, right outside of Cleveland and the market and economy is horrible. If we chose NC, what areas are known for good schools, nice neighborhoods, tough on crime and by water so we can start having a much better quality of life.

North of Charlotte I'd look at Mooresville on Lake Norman.
South of Charlotte I'd look at Tega Cay on Lake Wylie (SC).
You will only be limited by the size of your budget!
As far as education goes, I'd vote for Union County. (Waxhaw/Weddington/Marvin area.) I can't comment on in schools in other areas, but I'm very happy with the ones my children attend. Lots of nice neighborhoods in the area as well. Crime is low, IMO. No large body of water, though. Tega Cay may be a good place to look as well.

My suggestions would be Tega Cay/Fort Mill SC (you'll run into plenty of your fellow Ohioans here ) and also Lake Wylie/Clover SC
These locations are just across the NC/SC stateline
