Asheville has a 'car tax' of $10 a year, which is in addition to the property tax. I'm sure that other municipalities have also taken similar nickel and dime actions.
yes but not right off the bat once you register your car . Property taxes are done by county or city that you reside not the state and they vary that is why you will not find the info on the state dmv website.

There seems to be three taxes if you live in Charlotte. The first is Char Tax. The rate is .4586 The second is Char Auto. Its rate is 30.0000 The third is Meck Tax. Its rate is .8387 I don't know how they calculate the Tax Value of the car though.

There are a lot more than just 3 taxes in Charlotte. One radio station pokes fun at us calling us "The taxation capitol of the world".
There is a grocery tax, a food service tax (for the convention center), a house property tax that is broken up into county and city, a one time use tax on your vehicle when you register it, then an annual property tax on your vehicle imposed by the county (depending on the county).
I'm not a tax expert, so anyone please feel free to correct or add to this list, but there are definitely more than 3 taxes. With all these taxes though, cost of living is still low - (in my opinion).
