Default Water bill in University area in Apt?

My husband and I recently moved into a small 1BR/1BA apt in late April. Our renting started on the 15th of April, but we did not move in until around the 20th. Even then, there was only one person living here (we just got married last week, so he was the only one living in the apartment).

We recently got our water/trash bill which was a total of $60 or so dollars, for a PARTIAL month (April 15th to may 6th) broken down as follows:

Stormwater - 2.85
Trash Service- 3.68
Sewer= 13,030 gallons (?!!?!?!!) 35.49
Water= 13,030 Gallons (!?!?!?!!?) 18.94

total: 60.96


First of all, I know it is completely impossible to use that much water for us, although we did have a slight toilet leak the first couple weeks that my husband fixed on his own.
unfortunately, the water company has been closed since we have returned from our Honeymoon, but should open back up tomorrow.


It is outsourced to a company called "Ista" which apparently handles a lot of apartment/properties. I have not specifically found any complaints about them online.

Being a newly married, very young couple, how can we handle this? 60 dollars for only about a half a month of usage is completely unreasonable, but it says that the meter previously read 125,270 and now reads 138,300...
Any suggestions or comments ??

I am a SFH in the area and had an OUTRAGEOUS bil this month. Usually about 35 a month... this month it was 90. I will be caling on Tuesday
