Any reciprocal agreement between the states? Will it show up in your NC license? No reason for concern here, but I was just curious. I lived on the OR/WA border for a while, but never got a ticket in WA.
In case you don't know, you can loose your NC driver's license for any number of infractions...all of which are collected by the NCDMV from other states. Also, NC has two point systems:driver's license points and insurance points. DL points are the one's that determine when your license gets suspended and insurance points are the ones your auto insurance company will use to raise your rates. If I'm not mistaken, insurance points start to be tacked on starting at 10MPH over the limit and up.
Here's a summary of all points, with the insurance points surcharge table at the bottom: Trafficpoints(take note, speeding in excess of 75 mph in a 70mph zone earns 4 points which is a 90% insurance increase--easily done on a typical highway where everyone thinks 75-80 mph is just fine to do and won't get you in trouble)
The best advice that can be given is never just pay a ticket (whether in state or out of state) that will qualify you to loose your license...because you'll pay it, think it's over with, then you get a notice from the DMV saying you're suspended for 30 days. Go to court and plea for a reduction in the speed...or ask really nice while getting writen up by the officer. My honesty while getting writen up on I-77 just across the NC/SC line (where I-77 drops to just 55 mph) got the officer to grace me with just a 9 mph ticket (when I was actually doing 72 in a 55)...little did I know at the time how much he was saving my butt by doing that!

Two ways to handle this- (1) get a lawyer, and let them handle it (probably $150-200 range) or (2) show up at court, and hope the officer doesnt show. If that doesn't work, request a PJC- which is essentially a "get out of jail free" card. He'll still have to pay costs, and may have to take a class, but points wont be assigned to either license or insurance. A PJC is only good once ever 3 years, for everyone in the household, and if he gets a ticket prior to 3 years he gets both the old and new points.

Maybe I am not understanding your post but it seems from my reading that you get 4 points for speeding over 75 when the speed limit is less than 70. For instance, I am going 76 in a 60 zone. From the site:
Speeding in excess of 75 miles per hour (mph) when posted limit is less that 70 mph. (Misdemeanor)
My advice for MD to NC is to just pay the ticket and be done with it. It's only like what, $50? Why pay $150-200 for an attorney? It's 3 points on your DL (remember, you need 12 every three years to get suspended, which should be way more than sufficient for an honest decent driver) and no points on your insurance. I paid mine (64 in a 55, $76) and moved on...insurance either never knows or is not allowed to do anything about since it's no insurance points.
To bs13690, I was talking about insurance points. But in your example, you'd not only get the 4 insurance points, but you'd also get 4 DL points (reckless driving--15mph or more over), and lose your license for 30 days (15 or more over the speed limit w/ ticketed speed >55). Make sense?
Some other points I failed to mention in my previous post:
You lose your license for 30 days for:
- going 15 over the limit with a ticketed speed of 55mph or more (again, very easy to do on a highway)
- within 1 year, getting two tickets for ticketed speeds over 55mph
- ticketed for 75+ in a less than 70mph zone
- ticketed for 80+ in a 70mph zone (note, max NC speed limit is 70mph)
While there is no driving class to get your out of jail (like FL...get a ticket, go to class, get no points and a far less fine--pretty much no repercussions), NC does offer a prayer for forgiveness once per driver in a lifetime. It basically waives the 30 day suspension after requesting it from the judge. But again, one per LIFETIME. Guess they got tired of hearing the pleas from new comers to the state of not knowing!
It's surprising though...with these relatively strict laws, how many idiots we still have out there that demand to speed and drive like a 'tard! I used to be a "9 over" driver on the highway...but after gettign my ticket last Thanksgiving and doing a little test of actualy doing the speed limit on the dot to see how well the MPG does...I'm an on-the-dot guy now. Just going 65 instead of 70-75 on the highway bumps me from 20-21 mpg to 24-26 mpg...and you lose maybe 5-10 minutes in time...but gain the comfort of not having anxiety attacks every time you pass a well-hidden police car shooting radar.

I believe you're refering to the Prayer for Judgement Continued (PJC), which is actually available for use every 3 years, but only by one person in a household during that 3 year period.
Not sure why you'd advocate for this person to just pay the fine. That is never good advice. While I wouldnt necessarily hire an attorney, I'd at least show up in court. There is a decent chance the officer wont even show up, and then the ticket is dismissed. The government already gets enough of our money- no sense in giving them more!
