Why do the new home prices range so differently? Some starting at $140,000. Other homes range to $400,000. Are the areas that different?

Yes! The 400000 homes are larger and usually in different areas, you might have a NICE home but in a bad area or poor performing school district which can take away value or the neighborhood could have a lot of foreclosures in it.
There is always going to be a price range, depends on what you are looking for and what you want and your budget.

Bad areas and foreclosures where are these areas? I am looking for a 1500-1700 sq ft home in a good neighborhood.

Just seen your other post and you would like under 200K

For instance in steele creek you can easily get a 1600 approc sq ft home for that price
