Default Questions regarding 4th ward

A couple of questions regarding the Fourth Ward:
1) Does the entire 4th ward lie in an "historic district or just parts of it? If parts, what are the boundaries?
2) What governing bodies are there in the historic part.ie: architecture,zoning, other.
3) What organization,group, community forum is the major voice of the community (if there is one).

Friends of Fourth Ward is the community 'home owners assoc'. I would start with them.
