The concept actually began in Zurich, Switzerland. Many cities have used the concept over the years, including Kansas City, wh/ held their "cow parade" when I still lived there. It was a great fun!

They usually sell them in Hallmark stores but I'm not having any luck

If the Hallmark stores here don't have them, don't think you will find them. Since the cow parade was never something big here, I just don't think they are sought out items here. Charlotte may have had cows on display when I was living in Kansas City, but if they did - I never heard about it. Maybe someone else knows for sure.

Cow parade.... cow parade... ok, I know you are looking for local places to buy little figures of cows, but I can't resist. You just reminded me that an old girlfriend of mine started this event in Brattleboro Vt. They call it
"Strolling of the Heifers" I guess that is a cow parade.
They even have their own website (of course)
Strolling of the Heifers: Friday, June 6 – Sunday, June 8, 2008.
They have an online store, but only sell tshirts - no figurines
