I was driving down the road just the other night and literally counted four in a four mile stretch. And this was at 8pm...

I've noticed the lights off at night thing around here too. Even when you flash (on/off, not highbeams) your lights at 'em the jackholes still don't turn theirs on.

My son was at a stop sign in the Left turn lane. The guy coming into the street was in the right turn lane. So my son turned left and the other car decided to go straight. Bang my son was hit hard. Who fault would it be?

Your son. You can't make a turn unless you can do so clearly/safely. If he was hit, he was unable to do so safely. You can't assume someone is turning just because they are in the right lane or even assume it if they have a signal on.
