I am the owner of a salon/spa in charlotte, and would like to know if i need a permit to serve wine to my customers. I noticed many nail salons and spa's serve wine in charlotte.

You need an on-premise consumption, beer and wine permit. Similar to what bars that only sell beer and wine have. Even if you are not charging for what you are serving, you still need the permit.
