Is it legal for pedestrians to walk down 277? I often see a disshelved looking gentleman walking on the shoulder. Always looks like he is trying to cross the highway. I always wonder why the police aren't picking him up.

No it illegal but if he homeless then it would be paradise for that man to be arrested, Free Food, Shelter, TV , Showers in jail . It a cycle that hard to break once they figure it out

It should be illegal. If that guy gets hit, do you have any idea what that would do to my commute time?
