There are other cities in the US that cross county lines. I can't name them offhand, but I know they exist...and are obviously the exception. I would bet there may be a way to separate those people who live in the "bulb" outside of the home county of the city in terms of tax payment and school districting.

Incorporated places can cross county boundaries in almost all states. The exceptions are New England states and perhaps a few other northeastern and midwestern states.
Cities and other incorporated places are a separate level of geography from counties and school districts. Property taxes and tax rates are set for each type of jurisdiction independently. The school district an area is in has nothing to do with whether a city can annex it.

What about Stanley ? So Stanley and Denver could be Annexed. I can't even tell you where Stanley is but I believe it's right next to Huntersville and Denver

I know people in Denver. I can tell you that the city of Charlotte is in for a fight if they try to annex.
NC Dave: You said that the school district and area have nothing to do with whether or not a city can annex it. You are implying that Mecklenburg County can take Denver from Lincoln County if they so desire? How about the Denver schools? Can Mecklenburg County take schools from Lincoln County and make them part of Mecklenburg County if they so desire? I may be wrong, but it doesn't sound very likely.

Basically cities can annex unincorporated areas adjacent to their corporate limits that meet certain urban development standards. There's a whole lot of unqualifying, rural area between Charlotte and Denver. There will have to be am awful lot of new development between Charlotte and Denver before Charlotte would be able to annex it. It's over 10 miles away!
But I don't think Charlotte has any interest in annexing across the Catawba River. This is all moot.
School districts are different. Every place is within a school district. In order for a school district to expand its boundaries, the adjacent school district has to give up territory. The Charlotte-Mecklenburg School District corresponds to Mecklenburg County. The Lincoln County School District corresponds to Lincoln County. This is not going to change.
(A county and school district boundary change occurred some years ago when Mecklenburg County agreed to transfer the inaccessible peninsula known as Meck Neck in the NW corner of the county to Iredell County. County boundary changes like this are rare.)

Charlotte recently backed off trying to annex a small section of unincorporated Cabarrus County, and I understanf that is the first time they tried going outside county boundaries. I don't see the grounds for annexing Denver, unless they were already providing services which they are not. Also where exactly are the boundaies for Denver? I wouldn't call the western shore of Mountain Island lake part of Denver.
Now I could see Lincolnton trying to annex Iron Satation, Pumpkin Center, Denver. Or the old city of Denver being resurrected.

Due to Lincolnton location I doubt Denver would be an option. To far of a stretch to provide services. Especially for a town that it growth rate is small in comparison to towns like Charlotte or Huntersville.
Denver has fuzzy border it rather huge if you think about it. Going all the way from Hwy 16 & 150 through Westport and from what the highways signs say is Lowesville at 16 & 73 (where all the new shopping centers are)
Denver has grown alot within the last five years I would actually think the residents would push for it becoming incorporated before developers find loop holes in the counties books and not stretch out the sheriff, fire services out. It could have control on future development of parks and maybe build the lakes first boardwalk. I just feel the city is ready to take the next step in becoming one of the lakes fine communities

Honestly, this wouldn't surprise me. Charlotte has been trying to annex part of Concord. There's a housing development whose name I can't remember that is in both Concord and Charlotte. Charlotte now wants the whole development. I hope it doesn't happen. The poor folks who bought houses there being in Cabarrus County aren't paying Mecklenburg taxes.
My cousins are in WS....well they incorporated into Wallburg a few years back. They weren't happy to incorporate, but they did NOT want WS taking them over.
It's a very interesting thing to watch since I'm from the north. There's NOTHING here to incorporate. Every square inch of land has been taken over by a city, town, or village umpteen years ago. God forbid, someone doesn't get that tax $$$$......sad that it all comes down to tax $$$$$ and not what's best for the people who live there.

Sunny Kayak ! That is a great idea ! WE need a lake boardwalk. Seeing that Lincoln county is not progressive, not sure if it will happen as I see Mooresville more likely but that would be cool.
