On Wednesday, 2/11, my car was damaged by a white and orange barrell, while driving on N. Tyron (past IKEA, across the street from a BP gas station, 2832 N Tryon St, Charlotte). It was very windy that night and the barrell, which is supposed to weighed down with sand, flew into the side of my car. Who can I contact in the city to report and get compensation (About $200 to repair)

Here is website for the roads/maintenance department. I would start w/ a call there to determine if this is a Charmeck project or state project.

was it weighted down and still blew away or was it empty? Can you prove it was empty?

Unless, it was from a city or state road or utility project, it will not be the city's fault. If it's from a private development or project, it would be their's. In either case, unless you called the police and filed a report on the spot, you've got no way of proving it happened where it did and how it did. That said, it's still a good idea to try to contact the responsible party and bring it to their attention. Maybe some others had the same problem that night...
