Does anyone know when the Harris Teeter near the Palasades will be built?

Well, the sign proclaiming its arrival into the area seems like it has been there forever..but according to the site below it is suppose to be completed by summer of 2007?

So does anyone know what the hold up is other then Cresent has a huge number of unleased commercial sites.
