Some of the newer neighbourhoods, the builders purposly sold to people that could not afford the homes, therfore more foreclosures etc.

See, this is where the market downfall will really help someone like you  Someones foreclosure is your great deal - POTENTIALLY. You still want to be careful about the area. This is not a bad area, but I would need to need how many other foreclosures are in this particular neighborhood before I'd recommend it.
