Smith Academy has a Mandarin immersion program (K-8), and I think it's continued at South Meck HS (not positive), but I have a feeling that's not what you're looking for. Just a person to teach Mandarin? You might check with UNCC's international students organizations. A grad student may even be advertising on boards around campus that they would know about.
Carmel Baptist also has Mandarin classes for 2 hours each Sun. afternoon.
