This is intersting thanks for posting. "Scofflaws" is a term I've never heard so even learned a new word out of the article

The article refers to "North Carolina" when typically these tests are a county administered program. I wonder if it will truly be state wide? I would think Union and more rural counties would not par take--at least that's how it is here in WA and other states on the West Coast.

Tests in NC are state administered. The counties don't have anything to do with car inspections except using the data to make sure you pay property taxes on your vehicle. The tests performed these days are done by plugging a state computer into the car's OBD socket and results are posted into a state database. The actual work is contracted out to garages.
