Yes I believe a cop going to their door will get some results. I have the same problem with my next door neighbor. I put up a fense but like you if the pouchie sees movement behind the fense he starts barking. You may want to record the noise and then play it back real loud with a big speaker aimed at the house and do it when they are asleep.......Just say "when they stop I will stop" . Its a shame you cant go and teach the dogs to not bark at you but to run and hide instead. Just 2 or 3 minutes with a big stick and the dogs will run and hide and pray to their doggie god that you DONT SEE THEM, LOL

Beating a dog with a stick to teach it anything is a barbaric thing to do. That is just an awful thing to say, even in jest. That just isn't funny.

No correlation, it's just that everyone has been asking me "Oh, what kind of dogs are they?" whenever I explain the situation at our house... not sure why. So I guess I just threw it in there in case anyone was wondering if they were a specific breed.

I will bet $100 (seriously) that it won't matter how many times you call the cops - nothing will change. Any woman who lives in a house, throws out her dogs daily, is there all day and lets her dogs bark, has "issues." She is not going to do a thing about those dogs. They are an outward expression of how she feels about her life, lol.

Forgot to add a few details:

1) I set up an anti-barking device right next to the fence (Stop Dog Barking with the Dog Silencer Pro - Safe, Humane Anti Bark Control Products), it's been up there for about 2.5 weeks and hasnt seemed to help yet

2) Animal Control is part of the Sheriff's dept, so when I called, the call was routed right to the Sheriff's dept, which is where the guy laughed at me. I feel like if the Sheriff's dept wont send anyone out, will the police?

3) I did mention to the neighbors about perhaps trying bark collars, that was when I myself went and approached them about the situation. The wife said nothing in response. It is my understanding that some bark collars do NOT shock the dog but rather stop the barking in a humane way (emits a high pitched noise, emits a citronella spray, etc)

4) I do not have their phone number :/

5) I would love MORE THAN ANYTHING to just put on a barking cd and leave it out there when i come home from work until the time when they go in for the night. However, my fear is that it would probably bother some of the other neighbors, which is unfair to them, and I dont need them angry at me! So truly, that's why I feel that my hands are TOTALLY tied, I feel like I've tried ALL angles.

I know!!! I was thinking the same thing. Her husband obviously doesn't care either, though, because the dogs are out there when he comes home, both of them just let them bark and bark out there... I cant understand how it bothers me but doesnt bother them??

Generally in NC, where there is a city police department, the Sheriff is not responsible for responding to city ordinance calls and enforcement. That is the domain of the police. I live in Meck where this is the case so I admit that I don't know about Concord, but I would guess it is the same there.

If the police do show up, knock on the door and give them a warning, I would bet you would see a see some real quick change because if they come back for a second call, you can bet they will be fined.

In addition, you want to be careful about the advice for taking matters into your own hands. Anything that you do against your neighbors to "fix" the situation can land you a similar visit. This is why the police will try to head this off before it gets out of hand.
