There is a H&M in Westlake, Ohio which is a medium sized suburb of Cleveland. I don't really think it has to do w/ the size of the city, I'd guess that Westlake has about 50,000 people, but it's an pretty affluent burb w/ lots of teens.

Edit: population around 32,000

So I could have seen them going into any of the Raleigh area malls. But if I'm not mistaken, there are no H&M's in what would be considered Atlanta's high end malls, Lenox, Phipps or Peremiter. In Charlotte, I could see them at either Concord Mills, or North Lake, or even some odd place like Uptown, Birkdale or Blakney. I could be wrong about locations, but I do know they are not considered a high end retailer.
They are definitely not high end price or quality wise... but at least in Chicago they tended to attract customers that were more designer/style conscious than, say, Charlotte Russe or Forever 21. In Illinois about half their locations are cheapo outlet places, and half are in really high end malls/Michigan Avenue/State St. Most of what they sell is just the same old trendy stuff, but they do feature lines designed by high end or more avant garde designers. They do attract shoppers that don't shop at other cheapo places just because of their designer and European influenced stuff.

Sorry, it's late, this post is sort of pointless, but that's my take on H&M!

Oh, and thanks to the OP for getting my hopes up! I was sort of surprised they didn't have a store here, I could see them doing well at South Park or North Lake.

I remember there was an article a few months back about H&M in Charlotte and the article listed 3 locations: somewhere downtown, Concord Mills, and the new shopping center that will be built around IKEA (the article also mentioned the possibility of The Container Store for that shopping center too).
