I know exactly what you mean, those Eastern European roots is just shocking to see any association with drugs. Or maybe it was the ages of the people arrested that surprised you? I'm not sure, but these folks definitely aren't spring chickens by any means. Or maybe it was the $25 for a balloon, it's a special sort of latex that they use that promises when you blow one up you'll achieve new heights.
Back in PA (Philadelphia/Lehigh Valley) three years ago what really helped was when Heroin started showing up in blue bags. The dealers got creative with the cut so that it'd kill nearly instantly. We'd get 911 calls and show up with the needles still in the user's arm. Wouldn't have been bad for us except that some reason user's always find the most remote dark corner to die in which is just a pain when lugging the body out.

Unfortunatley, you can get heroin in every major city in the US. I don't see why some of us seem shocked to see it surface in Charlotte. And if anything, I think the Mayor has done the city a disservice by announcing to every junkie within a 1 hour radius where to go to get there fix.

Why would that be against the TOS? It is a fact: schools and physicians and rehab centers are seeing sharply increasing numbers of high school students on heroin. This is not some kind of mystery.
Also, it is not just coming in thru/ Miami. It is coming in all over our borders - and into every port, including ports in NC and SC. There's all kinds of info about heroin and high school students if you google it.
