That median incomes list you refer to is probably based on the city proper, which will give a somewhat distorted result for cities like Charlotte and Raleigh that have loose annexation laws that allow them to gobble up more affluent areas. In certain other metros, those affluent areas would not be part of the central city, but would instead be a suburb or satellite city (and thus, excluded from this calculation). For example, Atlanta (which is bounded by confines of the county line of little Fulton County) and the District of Columbia (which is bounded by the VA and MD state lines) are mostly comprised of just the urban core of a huge metro area. The higher income areas of the DC metro region are places like Arlington, Virginia and Bethesda, Maryland, which are obviously not part of the city of Washington, DC (which cannot expand its city limits beyond the boundaries created over two centuries ago); whereas, the higher income areas of the Charlotte are places like Southpark, which ARE part of the city of Charlotte.
