As PA doesn't anything close to this process or car taxes. I received the NC Combined vehicle registration renewal and property tax notice in the mail today with the total due.
My inspection/registration is expiring in less than two months. Can I pay the total amount before I complete the inspection? Or do I have to get my car inspected first before I can pay the registration renewal/tax?
I see it notes that the inspection has to be completed before it expires obviously, but I don't see anything about it needing to be completed before I can pay the taxes. Someone was telling me I can't until I get the inspection and wanted clarification.

As long as your inspection is still valid, you can pay taxes and renew your registration. So if your inspection still has 2 months to run, go ahead and pay taxes and renew your plate, then get your inspection done in 2 months.
Ok, thanks! Any idea why the appraised value on the tax form is higher this year for the car than it was last year? Not sure how that makes any sense, as cars depreciate each year. Wondering what they use to factor in the value, as I would have thought the appraised value of the car would be less each year, not more
The appraised value on a 2006 trailer I own is $4400. I paid $350 for it used last year. I had a bill of sale but it makes no difference. Just pay the fee and move on. Not worth fighting about.
Yeah, I know what you mean if its even worth the time to try and fight it. I am just trying to understand how they factor in the appraised value, as I would have thought it would have been strictly by the blue book, which I don't know how my car would be appraised for a few hundred dollars more this year than it was last year. Should be the reverse imo
So what percentage of the appraised value do you end up paying in taxes per year on a vehicle?
It's the same tax rate as that of real estate of the address where the vehicle is registered. The tax is also paid on trailers, RVs & boats.
