If you can stomach Dora and the Backyardigans, Nick Jr doesn't do any actual commercials. They have little songs, stories, and puzzles in between shows. If yours is an adult household, though, I can't recommend it.

Oh! Her voice is so annoying! The Morris Jenkins ones drive me nuts too. I tend to get the song stuck in my head, but they do work. Our AC went out and they were the ones to get the call.

Oh, I just thought of one. Boomeraction! Boomerang shows cartoons at night and doesn't interrupt them with commercials. Not sure if they do it during the day or not.

UPDATE: According to Wikipedia, they do not show commercials except for other programming on that channel. http://en.wikipedia.org/wiki/Boomerang_(TV_channel)

The rug lady is hot, though.

I don't know why it became such a bright idea that TV presenting requires and over the top screaming wails now instead of talking in a normal adult voice. If you watch foreign news broadcasts or programs, there is nothing like this.
