Interesting question! I went to school by the coast, and when we went on fossil digs we just went to local riverbanks. It's amazing what you can dig out of a riverbank! We found tons of old ocean animals, corals, and even whale bones. I imagine things are easier to find closer to the coast b/c it was under water more recently than here, but you could always give it a try here and see what you can find. Maybe ask this question in the Western North Carolina forum as well. I bet they have more areas in the mountains. I know of a few in Tennessee.
