Smile Baby boomer wanting retirement area

A friend of mine is convinced the Altamont is a perfect area to start a Retirement Village with rentals only with high end amenities: lap pool, catered meals; library and etc. Close to Chattanooga for those wanted a rural experience and close enough for city and plus. Would be for 55+ only with hotel like living in beautiful, rural area. What is the opinion out there?
