Help! Where to move? (Knoxville, Lynchburg: unemployed, pros and cons, moving)

Hi everyone!

We (cat, husband, me, in priority order!) are seeking to relocate to beautiful TN. Husband was born and grew up in Knoxville; I have visited a number of times. I am a city girl (Chicago, DC, Tampa areas) who always dreamed of retiring to the Great Smoky region. Husband has visited Lynchburg, so he suggested moving there. Cat just wants to get out of the heat. I want someplace quiet, less expensive, but in the 21st century (or thereabouts). Husband and I are both disabled, so we aren't able to do a lot of scouting, outside of what we can read. Cat is unemployed and indifferent. I am hoping to hear from the experts as to the pros and cons of the two areas.

I'd like to hear more about the cat. What are his likes/dislikes? Does he prefer wet or dry food? Does he take his sun in the morning or in the afternoon? Has he been declawed? Is he a he?
