Default GA State Income Tax for Tenn Resident help!

I hope this in the right place as I stumbled upon this website and appears to be a good spot to ask this question.

For the first time since I have been working I am filing state income tax(in Georgia) but I am a non-resident, I live in Tennessee. I have talked a few other people who have had to do this before, my district is based in TN and GA, and they all say you get about half of your money back.

I went to file my taxes on-line and I am getting only a small bit back. I am curious as to if I am missing a form or something. Out of curiosity I have put resident and non-resident on my tax form and the refund came out the same. That does not make sense to me. Hopefully someone can help me straighten this out!! Thanks in advance!!
